Don’t forget… it’s not like PR residents don’t know they live in a place where hurricanes hit. They’ve had time, and a LOT of money, to prepare.

It’s an island, 1000 miles offshore. No trucks, you have to use ships. Ships go 15-25 MPH, tops. Do the math…..
